What can Tobias say? Marco is his father, no less and certainly more. Tobias has never had anything that could really be called a family, so that he now has one, he loves them more than anything -- and Marco is at the top of it. With Marco, Tobias feels safe and secure and nothing ever really phases him when Marco's around; skittish or afraid, he'll keep going if Marco is there, so long as the phoenix is beside him to encourage him on or beside him to keep him on his feet. Those you care about are precious, and Marco was one of the few that managed to break the fearful shell around the boy's heart. Even with the "change" that he's suffered thanks to the Time Compression, his feelings for Marco haven't changed. He just thinks they should go out flying a bit more often.
Mom is Mom, and what else can you say? Well, a lot, really. While nothing biological, as far as Tobias is concerned, Grell is his real mother and he'll say that to anyone who asks. He doesn't seem to have much of a problem with her eccentricities and even revels in the attention she can give him, protective or not. He doesn't remember much specific about his time with his mother, but he does remember his feelings about her and how much he loves her, and that's enough, right? Though he wishes he could do something to make her less murderous, especially towards Espio after that unfortunate accident, he wouldn't trade her for anything and he really hopes that, once their time in Garden is up, they can all leave together.
Espio is, perhaps, one of the closest people to Tobias' heart. Though he doesn't remember most of the individual memories with him either, Tobias does remember his love for the chameleon, despite their different species, and that's something he clings to desperately. While he still has to readjust to Espio's rather abrasive and loud nature, he isn't shy about showing physical affection or outright confessing his love to the other male, much to Espio's embarrassment and internal squealing. Espio is one of the few who can convince Tobias to stand up for himself and fight back and one of the few who can actually encourage the boy forward, despite his shattered past. While things always change, one thing never will -- Tobias loves Espio deeply, and it doesn't matter what form he takes.
Ciel is an interesting friend, and one of the first few that Tobias met on his own. He seems like a proper boy and Tobias admires him for that -- he wishes, a little bit, that he could be as smooth and gentlemanly as Ciel is, if just because it seems like a nice way to be. Regardless, he's already fond of the little earl and he'll certainly be looking out for him in the classes they share.
Snake is perhaps one of the more interesting people Tobias has met. The fact that he talks through his snakes -- and that the snakes seem to understand him perfectly -- perks Tobias' curiosity, as well as the interesting look of the other man. He feels a bit of a kindred spirit in Snake, remembering that the first time he ever came to Garden he was much in the same way, if a bit more timid. Because of this, he also feels a bit protective of the man, despite the age and size difference, and he'll be doing everything he can to help Snake adjust and make friends. Whatever may fall will fall, but as long as Tobias sees himself in Snake, the older man has an immobile friend to look towards.
