Appearance: N/A except for Jacred Mode.
History: Right here. Only up to (but not including) the Gold/Silver/Crystal arc. He is keeping his old WR memories, though, so a lot of stuff is different despite that. While all of the important things can be found here on his tag, here is a rough summary of the most important parts:
- Tobias bonded deeply with his family and through them and some friends, opened up more and accepted their views on some things (like protecting himself).
- He went from being passive to being assertive for what he felt was right for him -- an example of this is, despite Espio's opinion, participating in the mission that was meant to teach the cadets pain/that their friends would be okay.
- He's older than his "canon" point because of the time spent in and out of WR.
- He strengthed his glitch powers by self-practice in Garden (thus the existence of Jacred Mode early).
World History: Tobias's world is almost exactly like the Pokemon world represented in the games. The only difference is the fact that, originally being made of data, there are the old glitches in Red, Blue, and Green hanging around. While most are harmless and relatively solid (they can be touched and fought against without any more danger than a wild Pokemon), Missingno is the most dangerous, killing or deleting anything that comes into contact with it (regardless of full or partial). Tobias is a special case, as rather than being deleted, his hand was corrupted (as he had already "touched" many other glitches). The glitching isn't spreadable: someone won't be infected from having something deleted off them, nor will it continue to spread once Tobias stops touching the affected person or object.
Garden History: N/A
Abilities & Physical Abnormalities: Various scars and burns on his back, and one large burn. Other than that, he's got a nervous tick where he rubs his wrist a bit. He also still has the large bracelet from before, but because of his practice in WR, the bracelet (while it will still neutralize his powers completely if it's worn) is no longer required to keep himself under control.
Tobias has the power of "corruption deletion," and thanks to his time at WR/with his family, he's managed to master it some. The power itself slowly delete any living thing it comes in contact with when Tobias wills it to be active, but will immediately stop once contact has been broken (any non-living thing can either be deleted or corrupted). As Tobias is scarred greatly by his murder of Lance (accidental or not), and doesn't want to turn everyone against him or actively hurt people, he never uses it unless he's forced to in some way, and though he knows magic/GFs he will resort to it to protect himself if absolutely necessary. Because it's an on/off type of power, he has to will it to work.
Furthermore, Tobias can go into a "full glitch" form known as "Jacred Mode." What this does is makes his eyes glow red, his hair appear almost whispy like shadows, and gives him an odd tinge to his voice. In this form, Tobias has less control over himself/his powers, but they're amplified quite severely and he's still sane (and can decide if he hurts what he touches). If Tobias doesn't regularly use his powers even in small bursts, it can pile up -- if this happens, his next "transformation" causes "Jacred" to take over and for Toby to go insane and cruel.
Personality: Tobias tends to be a fairly passive person, usually going with what other people want to do or what someone else suggests to him. He generally doesn't mind doing what other people want to do, if just because his ideas of things to do are usually fairly short and what other people want to do often sound fun enough that it interests him, at lease baseline. Thanks to his family at Garden, this no longer extends into doormat territory -- while Tobias is still a bit shy in terms of speaking up, when it comes to something he believes strongly in one way or another he will do so. When speaking up like this, even despite feeling uncomfortable, Tobias sets his feet firmly and refuses to back down unless the person he's speaking up to or against manages to make a very compelling argument to get him to.
Most of his general shyness or caution has been hammered out of him by his times at Garden -- while he's still somewhat quiet spoken, he's not that wary of people much anymore, even if he sometimes has trouble just approaching people to start a conversation. He values others at Garden in general and in any team he might have (at any point) as someone important, because well, they're with him in this as far as he's concerned, and if that's the case, then he needs to do what he can to help them.
Tobias is still very much innocent and naive in some things, however. Generally, it's not very hard to trick him or take advantage of him, and even if he's sometimes a little slow to trust with people that frighten or unnerve him, not much can actually put him off anymore because of the utter bizarrity of his family (when your mother is a transsexual reaper, your father is a phoenix, and you're dating a chameleon, your tolerance for "weird" raises quickly). Once someone has his trust, Tobias tends to listen to them completely seriously, even more so than just other people. The problem comes in that those he trust also tend to walk a little bit on eggshells; while Espio has dampened his immediate reaction to shrink away when someone he cares about yells, if someone he considers friend or family shows genuine anger or fear at him, Tobias tends to wilt, mentally withdrawing and being miserable for a while or until someone can pull him out of it. The reaction with strangers is much less intense -- Tobias simply tries to get away from or avoid them.
Even despite his growth in Garden, because of the horror Tobias experienced with Lance, he's become deeply disturbed by violence and death -- it took a long while of Espio and Marco pushing him for Tobias to even be willing to learn how to defend himself against other people, or use the deletion power of his in any shape at all. Even despite being willing to defend himself, Tobias is still terrified of himself more than anything; while he won't do much to stop someone from defending him, he's still somewhat reluctant to do it himself, and he will never willingly kill someone with any skill at his disposal (though monsters are fair game).
What are your plans for the character in-game? Tobias is going to go back to trying to be the very best medic, like no one ever was.
Anything else? As said above, Tobias is coming in with all his old memories of WR including the classes he's taken (including paramagic and guardian forces, magic, biology, self defense, military movement) assuming that's acceptable.

What do you prefer to be known as? Tobias is fine! Though a lot of people call me Toby now.
How old are you? I'm 17 years old.
Do you have any history in combat? Yeah. I did a couple of missions when I was here before.
If so, have you ever killed? ...Yes... I have.
i) How do you feel when you get involved in some project that calls for immediate and rapid activity? I get a little nervous, but I try to do my best.
ii) Do you organize and initiate leisure activities? No, not really.
iii) What role do you take when working in a group? I try to be the healer, or the one helping out everyone else!
iv) How talkative are you around other people? I'm not very at all. But I'm trying to get better.
v) What three things would you want to have with you on a desert island? State your reasoning. ...Um... food, Pikachu, and somewhere to sleep. I don't like going hungry and it's not fun to sleep in rain.
vi) Is it important to be liked by a wide range of people? It's good to be trusting with your family, but... other people are kind of dangerous.
vii) When the odds are against you, is it worth taking a chance? I don't really know.
viii) Do you consider yourself to be an impulsive person? No, not really. I like to think a lot before I go into things.
ix) Would you agree that planning things ahead takes the fun out of life? Not really. I like to try to plan things.
x) Do you like surprises? I guess good ones are okay.
xi) Do you sometimes wonder if there is something wrong with you? I... used to think so. But my family really loves me, so... maybe there isn't.
xii) Do you consider yourself to be smarter than your superiors, and disagree with their decisions? No. I'm trying, but I'm not really very smart. And most people know better than I do sometimes, but I really try my best.
xiii) Lastly, how do you feel about cabbages? I haven't eaten them much, but they are food.
